Where the hearing has been conducted by a subcommittee, the subcommittee's report and the stenographic record or tape recording of the hearing shall be referred for consideration and review to the committee, which shall make a recommendation thereon expeditiously. The committee may confirm, reverse or modify the subcommittee's report, or direct that a further hearing be held before the same or another subcommittee. If the committee recommends disapproval of the applicant or deferral of action on the application, it shall include a statement of the grounds on which that recommendation is based. A copy of the recommendation, whether favorable or unfavorable, shall be served on the applicant or the applicant's attorney and transmitted to the Appellate Division, together with the appropriate certificate, if it recommends approval of the applicant. The deliberations of the committee shall be confidential and the applicant shall not be entitled to compel disclosure thereof.
