Where the hearing has been conducted by the committee, the committee shall transmit its recommendation to the Appellate Division, together with the appropriate certificate if it recommends approval of the applicant. If the decision recommends disapproval of the applicant or deferral of action on the application, it shall include a statement of the grounds on which it is based. In either event, a copy thereof shall be served on the applicant or the applicant's attorney.
