(a) There shall be no fee charged for:

1. (1) inspection of records;
2. (2) search for records;

3. (3) any certification pursuant to this Part.

   (b)

4. (1) The fee for photocopies not exceeding 8½ by 14 inches is 25 cents per page.
5. (2) The fee for copies of records other than photocopies which are 8½by 14 inches or less in size shall be the actual copying cost excluding fixed agency costs such as salaries.
