(a) The fee for parking automotive vehicles at public vehicular parking areas at John F. Kennedy International Airport shall be as follows:

1. (1) Terminal area. (lots 1, 2/4, 3, 5, 10, 11 & 12) First 24 hours:

   Up to one hour _______________ $.50

   ($.47 plus.03 New York City sales tax)

   Up to four hours _______________ $1

   ($0.94 plus.06 New York City sales tax)

   Up to eight hours _______________ $2

   ($1.88 plus.12 New York City sales tax)

   Up to 12 hours ________________ $3

   ($2.83 plus.17 New York City sales tax)

   Up to 24 hours ________________ $4

   ($3.77 plus.23 New York City sales tax)

   More than 24 hours: $1 for each six-hour period or part, including

   six per cent New York City sales tax.

2. (2) Lot 6 (Pan American Unit Terminal rooftop parking facility).

   For each 60 minute period ____________ $.50

3. (3) Long term lots (reduced rate).

   For each 24-hour period or part: _________ $1.00

   ($.94 plus.06 New York City sales tax)

(b) The foregoing schedule of charges shall not apply to the following vehicles:

1. (1) Vehicles owned by the Port Authority.
2. (2) Vehicles carrying holders of annual passes issued by the Port Authority.
3. (3) For the first 24 hours of parking, vehicles carrying persons who present Port Authority official business passes. At the expiration of the first 24-hour parking period the vehicular parking charge shall commence.
4. (4) For the first 24 hours of parking, vehicles carrying Port Authority employees who present personal passes issued by the Port Authority with the exception of lots 1, 2, 3, 4 and 5 at John F. Kennedy International Airport where the free parking privilege is limited to four hours. At the expiration of the first four hour period in these lots the vehicular parking charge shall commence as of the time of the vehicle was initially parked; and in all other lots the vehicular parking charge shall commence at the expiration of the first 24-hour parking period.
5. (5) For the first 24 hours of parking, vehicles carrying newsmen and photographers holding press passes. (Newsmen and photographers presenting press passes may make arrangements to park for an extended period of time by obtaining prior permission from the airport manager.) At the expiration of the first 24-hour parking period the vehicular parking charge shall commence.
6. (6) For the first 24 hours of parking, company identified vehicles carrying employees of public utility companies provided these employees are on official business involving the air terminal at which parked. If such official business requires parking for more than 24 hours, prior permission must be obtained from the airport manager. At the expiration of the first 24-hour parking period the vehicular parking charge shall commence.
7. (7) For the first 24 hours of parking, vehicles carrying Federal, State or municipal police officers and health, fire, building, labor or sanitation inspectors on official business affecting the air terminal at which parked. If such official business requires parking for more than 24 hours, prior permission must be obtained from the airport manager. At the expiration of the first 24-hour parking period the vehicular parking charge shall commence.
8. (8) For the first 24 hours of parking, vehicles carrying employees of the Federal Aviation Administration, the Civil Aeronautics Board, the Federal Communications Commission and the National Transportation Safety Board on official business at a Port Authority air terminal. If such official business requires parking for more than 24 hours, prior permission must be obtained from the airport manager. (Federal employees of the above-mentioned Federal agencies permanently stationed at a Port Authority air terminal shall not park without fee at any other place at the air terminal except in the parking area set aside for such employees unless their official duties require their presence elsewhere at a Port Authority terminal.) At the expiration of the first 24-hour parking period the vehicular parking charge shall commence.
9. (9) Vehicles carrying employees of those airport lessees and permittees whose leases or permits provide for parking without additional charge.

10. (10) Vehicles carrying as passengers or vehicles waiting to receive as passengers any one of the following persons and their official parties:

    1. (i) The President of the United States, the Vice President of the United States, the Governors of the States of New York and New Jersey, the United States senators from the States of New York and New Jersey, and the United States congressmen from the port district;
    2. (ii) The mayor of any municipality in which any airport is totally or partially located;
    3. (iii) Chiefs of staff of any branch of the military service and chiefs of military missions;
    4. (iv) Foreign dignitaries of the rank of ambassador or consul-general or a rank equivalent to any of the above.
