Any words or phrases used in this schedule of charges which are specially defined in the resolution of the committee on operations of The Port Authority of New York and New Jersey adopted July 12, 1951, establishing rules and regulations governing the operation of Port Authority air terminals (which appears at page 22 et seq. of the official minutes of that date), as amended, shall be read and construed in accordance with such special definitions.
