N.Y. Comp. Codes R. & Regs. tit. 21, § 1220.27 – Animals barred from vehicular levels; exceptions.

No person shall be permitted on the vehicular levels with any animal except a “seeing-eye” dog. Dogs, cats and other small pet animals when leashed, and if accompanied at all times by a person in charge thereof, will be permitted in the public areas of the terminal. No other animals will be permitted in any part of the terminal.
