No vehicle shall enter either a tunnel, the George Washington Bridge Lower Level or George Washington Bridge Expressway if its load includes any poisonous gas or liquid, Class A except there shall be no restrictions on the transportation of gas identification sets, loaded or empty. Empty containers which last contained a poisonous gas or liquid, Class A, are not allowed passage.
