N.Y. Comp. Codes R. & Regs. tit. 21, § 1211.80
(a) Any article listed in section 1211.150 and referenced to this section may or may not be a flammable liquid. When such article is not identified by the prescribed D.O.T. caution label for flammable liquids, and is known not to have a flash point, the article is allowed passage provided the shipping order, bill of lading or other shipping paper shows the following certification:
“This shipment conforms to Port Authority of New York and New Jersey rules for the transportation of explosives and other dangerous articles via its tunnels, the G.W.B. Lower Level and G.W.B. Expressway.”
or, when the article is not identified by the prescribed D.O.T. caution label for flammable liquids, and is known to have a flash point above 80 degrees Fahrenheit, it is allowed passage in containers of 55 gallons capacity, or less—provided the accompanying shipping paper shows the notation “Flash Point above 80° F”.
