No skycap performing services at the airport shall accept payment of any kind in exchange for referral of a customer to a commercial ground transportation operator, or otherwise solicit business on behalf of a commercial ground transportation operator; provided, however, that this rule shall not be construed to prevent a skycap from receiving tips for the performance of his or her own services.
