N.Y. Comp. Codes R. & Regs. tit. 21, § 1151.3
No person while at any transportation facility, by conduct either unlawful in itself or unreasonable under all the circumstances, shall knowingly or recklessly create or maintain a condition which endangers the safety or health of a considerable number of persons.
