(3) The designated state agency may waive specific information requirements set forth in subdivision (b) of this section for existing wells if the information is unavailable.
(c) Administrative agreements.
Recognizing the existence of ongoing well registration programs in the signatory states, and recognizing the major differences among the four signatory states regarding the legal authority and enforcement capability for the conduct of well registration, the executive director shall effectuate independent administrative agreements with each state for the conduct of well registration. The administrative agreements shall, at a minimum, provide for:
