(a) by an existing waste treatment facility;
(b) in accordance with an abatement schedule duly adopted and approved by a signatory party, with respect to an existing project; and
(c) at all times with respect to a new project.

Waste load allocations will be made by the executive director in accordance with these regulations. Every allocation shall be met:
