- (a) when necessary to avoid injury or damage to persons or property,
- (b) in compliance with the direction of an employee of the commission or traffic signal, or
- (c) while paying tolls or surrendering toll receipts, or
- (d) during the time when the gates at the Rouses Point Bridge are closed for the purpose of opening or closing the draw; provided, however, that vehicles may be parked in such places as may be designated by the commission.
Vehicles shall not stop, stand or park in or upon the bridges except:
