N.Y. Comp. Codes R. & Regs. tit. 21, § 509.20
(a) The following definitions refer to urinals:
(6) Waterless urinal means a urinal designed to be used without the application of water for flushing.
(b) Standard requirements for urinals.
(1) The water consumption of urinals, other than those designed and marketed exclusively for use at prisons or mental health care facilities, shall be no greater than the values shown in Table 37 of this paragraph. Table 37: Standards for Urinals
