N.Y. Comp. Codes R. & Regs. tit. 21, § 5703.8 – Stopping and parking.

(a) when necessary to avoid injury or damages to persons or property;
(b) in compliance with the direction of an authority employee;
(c) while paying tolls;
(d) when disabled;
(e) in areas on the vehicular crossing provided and marked by signs, striping or other devices marked for such purposes; or
(f) at designated stopping points prior to customs and immigration and related inspection booths and areas.

No person shall stop or park a vehicle upon the vehicular crossing except:
