(a) Program funds for Federal and urban site development financing projects may be used for:

1. (1) new construction, renovation or leasehold improvements;
2. (2) the acquisition or leasing of land, buildings, machinery and equipment; and
3. (3) preliminary planning and the soft costs related to any of the above uses.
