N.Y. Comp. Codes R. & Regs. tit. 21, § 4243.11 – Evaluation criteria.

(a) the applications must demonstrate that the economic development fund determinations can be made; and
(b) the extent to which the evaluation criteria, as applicable, can be met.

In addition to the applicable evaluation criteria set forth in section 4243.3 of this Part, the corporation shall evaluate applications for general development financing assistance in accordance with the following criteria:
