N.Y. Comp. Codes R. & Regs. tit. 21, § 51.2 – Hudson River pilots in training and Long Island Sound-Block Island Sound pilots in training.

(a) There shall be such number of Hudson River pilots in training and Long Island Sound-Block Island Sound pilots in training as the commissioners deem necessary. To be accepted as a pilot in training, it must be established to the satisfaction of the commissioners that the applicant is:
1. (1) a citizen of the United States of America, not less than 21 years of age;
2. (2) of good character and temperamentally suited to the demands of the pilot service; and
3. (3) physically sound, has normal visual acuity and color perception, has normal hearing, and is free of speech impediment.
(b) Applicants shall have satisfactorily completed at least two years of college level courses and have earned at least 56 credits in subjects approved by the commissioners. This section shall not apply to pilots currently licensed by the State of New York who are working for an extension of route.

(d) Acceptance as a pilot in training will be granted on the basis of evaluation of the applicant's academic record, nautical training, employment record and a personal interview before the commissioners.
(e) The length of the term and the number of passages to be completed as a pilot in training will be determined by the commissioners on an individual basis following evaluation of the applicant's experience in piloting and shiphandling. Consideration will be given to the recommendations of pilots currently licensed by the State of New York for the area concerned.
(f) As a qualification for licensing, the pilot in training shall demonstrate by examination to the satisfaction of the commissioners that the requirements of section 92 of the Navigation Law and of this regulation have been met. A person applying for licensing as a Hudson River pilot will be required to present a petition endorsed by the majority of the active Hudson River pilots who supervised the applicant's training. A person applying for licensing as a Long Island Sound-Block Island Sound pilot will be required to present a petition endorsed by those active Long Island Sound-Block Island Sound pilots currently licensed by the State of New York who supervised the applicant's training.
