(a) The hearing officer, upon petition in writing and for good cause shown, may permit a municipal corporation to intervene as a party in a proceeding conducted pursuant to this Subpart, where such municipal corporation is not a named respondent in the proceeding. A petition made pursuant to this subdivision shall state with particularity:

1. (1) the municipal corporation's relationship to the matters involved in the proceeding;
2. (2) the nature of the evidence and argument the municipal corporation intends to present; and
3. (3) the specific reasons why intervention should be permitted.

(b) Any individual or corporation, who is interested in a proceeding conducted to this Subpart, may submit to the hearing officer a signed, written statement or memorandum of law setting forth:

1. (1) the name of the individual or corporation;
2. (2) the nature of the interest in the proceeding; and
3. (3) proposed recommendations, if any.
