(a) The hearing officer, upon petition in writing and for good cause shown, may permit a municipal corporation to intervene as a party in a proceeding conducted pursuant to this Subpart, where such municipal corporation is not a named respondent in the proceeding. A petition made pursuant to this subdivision shall state with particularity:
(b) Any individual or corporation, who is interested in a proceeding conducted to this Subpart, may submit to the hearing officer a signed, written statement or memorandum of law setting forth:
