N.Y. Comp. Codes R. & Regs. tit. 18, § 629.1
(b) Expenditures made by social services districts for JOBS training program activities and related supportive services are subject to reimbursement by the State in accordance with:
(3) the provisions of sections 131, 153 and 331 of the Social Services Law if such expenditures are not reimbursable pursuant to any provisions of the Social Security Act.
When Federal financial participation is available for the JOBS training program and related supportive services, Federal funds must be claimed in a manner that results in the maximum amount of Federal financial participation or must be claimed in accordance with department directions set forth in section 600.2(g) of this Title.
(c) Federal financial participation must be claimed for administrative and other expenditures made by social services districts which related to JOBS training program activities. Such claims will:
(2) be limited in accordance with the provisions of section 153(13) of the Social Services Law to 60 percent Federal financial participation with respect to expenditures which relate to JOBS training program activities, including but not limited to, expenditures for:
(3) be subject to 50 percent Federal financial participation with respect to so much of such expenditures which related to JOBS training program activities including, but not limited to, expenditures for:
(e) Amounts expended for administration of JOBS training program activities as described in Part 385 of this Title must be claimed in accordance with department directions set forth in section 600.2(g) of this Title. Such activities include, but are not limited to, expenditures for:
