In the event that an application for department approval is denied, the applicant shall be notified in writing, by the department, of the denial and of the reasons for such denial. Upon request of the applicant, the department may, but is not required to, grant a hearing in accordance with the procedures under Part 358 of this Title, or may otherwise provide for a hearing, or for such other review as may be appropriate.
