1. (1) Homemaker service is not to be provided where the need is only for domestic service, nor shall it be provided, except in emergencies unless an adult member of the family is able to assume continuing responsibility for maintenance and direction of the family unit.

2. (2) A homemaker shall be assigned whenever it is necessary for the protection and care of dependent persons in the home.

   (b) Provision of homemaker service—rights and duties.

3. (1) The individual or responsible adult member of a family eligible to receive homemaker service shall be informed by the caseworker of the nature of such service, and the needs it is anticipated will be met through such service.
4. (2) Homemaker service shall be provided only to persons who are eligible to receive it and have chosen to accept it.
5. (3) Whenever a person eligible to receive homemaker service assents to the provision of such service, it shall be the responsibility of the caseworker to inform such person and the homemaker assigned to render such service concerning the scope and extent of the service appropriate for the particular situation, including the hours of service and such other pertinent conditions which are to be observed.

6. (4) The provisions of this subdivision concerning the giving of information to the adult member of a family as to the scope and extent of homemaker services and the obtaining of his assent to receive such services shall not be applicable where such adult member is absent because of temporary emergency or incapacity.

   (c) Coordination with casework activities.

7. (1) Homemakers and the homemaker service program shall be under the supervision of a social service person of the public welfare agency. Such supervisor shall be responsible for:

   1. (i) Planning for the training and the provision of instruction to homemakers, including orientation, and initial and periodic training sessions to develop appropriate attitudes and skills. Such training shall include instruction concerned with or designed to provide:

      1. (a) understanding of agency function and purpose;
      2. (b) the role of the homemaker in the agency and her relationship with the family and individuals served;
      3. (c) increased knowledge of child development and child care; and
      4. (d) essential technical knowledge of homemaking skills, particularly money management on a low-income standard.
   2. (ii) Handling referrals from intake or other divisions of the agency for homemaker service, assignment of homemakers, and arrangement and adjustment of homemaker's schedules.
   3. (iii) Regular conferences with homemakers, visits to homes where service is being given, as required, and periodic evaluations of individual performance.
   4. (iv) Coordinating the activities and knowledge of the homemaker unit with that of the caseworker and supervisor carrying the case, including planned conferences on individual cases.
   5. (v) Reporting to the commissioner regularly on volume and source of applications for services, amount of services provided, type of cases served, and evaluation of the adequacy of service in relation to need, and recommendations as to policies of operation.

8. (2) Adequate casework shall be assured the families or individuals provided homemaker service. The caseworker shall be responsible for:

   1. (i) appraisal of the need for homemaker service, continuing evaluation of the need for and effectiveness of the service and recommendations as to continuation, change in hours or specific service or termination;
   2. (ii) determining that there is essential household equipment in the home;
   3. (iii) securing needed resources or consultation;
   4. (iv) introducing the homemaker to the family, helping her to understand and assume her role in the family and with problems as they may arise; and
   5. (v) evaluating and recording case progress.
9. (3) Each case receiving homemaker service will be reviewed and reevaluated as to the need for and suitability of the services as frequently as is necessary but must be reviewed and reevaluated at least every six months. Such reviews and reevaluations must be made by the caseworker and approved by the caseworker's supervisor.
