(2) A homemaker shall be assigned whenever it is necessary for the protection and care of dependent persons in the home.
(b) Provision of homemaker service—rights and duties.
(4) The provisions of this subdivision concerning the giving of information to the adult member of a family as to the scope and extent of homemaker services and the obtaining of his assent to receive such services shall not be applicable where such adult member is absent because of temporary emergency or incapacity.
(c) Coordination with casework activities.
(1) Homemakers and the homemaker service program shall be under the supervision of a social service person of the public welfare agency. Such supervisor shall be responsible for:
(i) Planning for the training and the provision of instruction to homemakers, including orientation, and initial and periodic training sessions to develop appropriate attitudes and skills. Such training shall include instruction concerned with or designed to provide:
(2) Adequate casework shall be assured the families or individuals provided homemaker service. The caseworker shall be responsible for:
