(a) The social services district shall establish reception procedures which provide ready access for those individuals and families inquiring about or seeking services.
(b) The social services district shall maintain a reception unit to perform the activities by which inquiries about or applications for services are received and referred for appropriate action. There may be a separate unit for services or a common unit for services, income maintenance, and medical assistance. Staff of the reception unit must be knowledgeable about district and community programs and resources.
