(b) Each social services district employing 90 or more but less than 250 persons should employ a staff development supervisor and such additional qualified staff development persons as shall be necessary to implement the district's staff development program.
(c) Each social services district employing fewer than 90 persons should employ a staff development coordinator.

Each social services district employing 250 or more persons should employ a staff development director and such additional qualified staff development persons as shall be necessary to implement the district's staff development program.
