(a) The presiding officer may direct that a hearing be held in any proceeding.
(b) Hearings may be conducted solely on documentary evidence, or held at a location selected by the presiding officer. Written notice setting forth the return date for paper submissions, or the date, time, and location of the hearing will be mailed or sent electronically to all parties of record.
(c) If mailed, notice will be mailed via first-class mail prior to the date of the hearing.
(d) Any notice not returned by the post office for non-delivery, or electronic notification of failed delivery, shall be presumed received by the respondent.
