N.Y. Comp. Codes R. & Regs. tit. 17, § 182.40 – U-turns.

(a) The making of a U-turn at any point within the parkway system is prohibited. Excepted from the provisions of this section are:
1. (1) operators of authorized emergency vehicles;
2. (2) operators of authority vehicles;
3. (3) operators of authorized construction, maintenance, repair and towing vehicles.
(b) Operators of such excepted vehicles shall make crossings in such manner as not to create a hazard to other vehicles.
