(a) A report shall be filed, in accordance with the requirements of section 3.5 of this Title, by every electric, gas, steam and waterworks corporation in classes A and B.
(b) A report shall be filed, in accordance with the requirements of section 3.5 of this Title, by each municipality operating an electric, gas or steam system and by every electric, gas or waterworks corporation in classes C and D.
