(a) In-line skate shall be defined as set forth in section 140-a of the Vehicle and Traffic Law.

1. (1) surface area. The total surface area of the reflective device or material shall be at least one square inch; and
2. (2) location. At least 25 percent of the surface area of the reflective device or material shall be located on the back of each skate.

(b) Reflective material required.

Every in-line skate, except those made for special use by highly skilled or expert skaters or for sale or distribution through custom orders (such as in-line hockey skates and in-line speed skates) shall be equipped with a reflective device or material meeting the following standards:
