(a) Compliance shall consist of:

1. (1) surrender of registration and license plate(s); or
2. (2) expiration of the registration; or

3. (3) payment of a civil penalty as provided in section 35.3(k) of this Part.

   (b) Place.

   Compliance, other than by surrender of registration to another state, can only be made to an issuing office or the central office of this department.

   (c) Receipt for compliance.

   Except where compliance is accomplished by expiration of the registration, the person making compliance shall be given a receipt indicating the type and date of compliance.
