The provisions of this Part shall not apply to proof of financial security that has been provided to the commissioner under articles 6 and 8 of the Vehicle and Traffic Law by means other than an insurance policy, such as, financial security deposits made under section 314 of the Vehicle and Traffic Law and self-insurers authorized under section 316 of the Vehicle and Traffic Law.
