- (a) number plates in series reserved in the public interest for purposes of facilitating identification of State and municipal vehicles and those owned by members of international governmental organizations;
- (b) number plates assigned by the commission for issuance by county clerks;
- (c) number plates issued for a motor vehicle exempt from the payment of a registration fee pursuant to subdivision (6) of section 401 of the Vehicle and Traffic Law; or
- (d) number plates issued to amateur radio operators pursuant to paragraph (e) of subdivision (6) of section 401 of the Vehicle and Traffic Law.
These regulations shall apply to special number plates, but shall not apply to:
