Notification of restriction imposed under section 4.2 of this Part shall be printed on a form attached to the learner's permit, and such form shall be a part of the learner's permit. However, failure of the permittee to have such form in his possession shall not constitute unlicensed operation or presumptive evidence of unlicensed operation.
