(b) Individuals may be eligible for enrollment in CSIDD, if they:

1. (1) are enrolled in Medicaid;
2. (2) are six years of age or older; and

3. (3) meet the medical necessity criteria, which includes having:

   1. (i) established eligibility for OPWDD services; and
   2. (ii) significant behavioral and/or mental health needs.
