(b) This Part applies to the operation or proposed operation of an intensive case management, supportive case management or blended ICM/SCM case management program for a client identified as a person with a serious mental illness and enrolled with a provider of services as follows:

1. (1) an intensive case management, supportive case management or blended ICM/SCM case management program provided by a local government unit or voluntary agency; or
2. (2) an intensive case management, supportive case management or blended ICM/SCM case management program provided by a provider of service licensed pursuant to article 31 of the Mental Hygiene Law; or
3. (3) an intensive case management program operated by a State-operated psychiatric center.
