N.Y. Comp. Codes R. & Regs. tit. 13, § 121.11 – Fees.

(a) Unless otherwise prescribed by statute, there shall be no fee charged for:
1. (1) inspection of records;
2. (2) search for records; or
3. (3) any certification pursuant to this Part.
(b) Unless otherwise prescribed by statute, copies of records shall be provided upon payment of fees as set forth in section 120.20 of this Title.
