A notice setting forth the title, name, business address and business telephone number of the records access officer, and the right of any person denied access to a record to appeal such denial to the Commissioner of Labor at Building 12, State Campus, Albany, NY 12240, shall be posted at conspicuous locations in Department of Labor offices.
