(a) A transportation allowance for his travel at the beginning and end of the training course:
- (1) in an amount equal to the least expensive means of public transportation by common carrier reasonably available to him or,
- (2) if there is no such public transportation that can reasonably meet his needs, in an amount calculated by multiplying by five cents the mileage of the most direct route from his regular to his temporary residence.
(b) A transportation allowance for return to his regular residence for one or more nights during the training course in amounts and under conditions as set forth under (a) above, except that:
- (1) the allowance for each round-trip may be reduced by 50 cents, with a maximum reduction of $2.50 for several round trips during the same week and
- (2) the allowance shall not exceed the subsistence allowance which would have been payable if the trainee had remained at his temporary residence.
A trainee whose regular place of residence is beyond commuting distance from the training facility, and who establishes a temporary residence nearer to the facility, shall receive:
