Amendment of pleading other than petition; amendment to conform to proof.

  1. (a) Pleadings, other than petitions, may only be amended with the board’s permission.
  2. (b) Pleadings may be amended with the board’s permission to conform to the proof at any time prior to the conclusion of the hearing.
