N.Y. Comp. Codes R. & Regs. tit. 12, § 45-3.6 – Special requirements for water slides.

(1) Mats used by the riders shall be of pliable materials.
(2) Damaged or worn mats shall not be used.
(b) Slide structure.
(1) Structures constructed of concrete shall be covered with epoxy or other smooth materials so as to protect the users from abrasions or other injuries.
(2) Structures shall have all exposed edges smoothed and rounded and all joints between sections shall be maintained so as to preclude injury to the riders.
(3) Each slide shall have sides of sufficient height so as to prevent riders in adjacent slides from physically contacting one another. Also, the sides shall be sufficiently banked on turns so as to prevent a rider from accidentally leaving the slide. Exception:

Paragraph (3) of this subdivision shall not apply to multi-parallel lane slides. However, the design and/or operation of these types of slides shall incorporate provisions to control the likelihood of patrons leaving their intended lane of travel while sliding.
(c) Pools.
Pools into which the riders exit a water slide shall conform to the following:
(1) Depth. Unless the manufacturer specifies otherwise, each pool shall be at least three feet deep. If the pool depth is less than three feet, a copy of the manufacturer's plans and/or specifications shall be kept on the premises for inspection, if requested, by the commissioner or his representative.
(2) Length and width. Each pool shall have sufficient length and width so as to preclude a rider contacting the walls upon entry from the slide.
(3) Steps. Each pool shall be equipped with steps, remote from the slide, so that riders may easily and quickly exit the pool.
(4) Water. Water shall meet the requirements of Part 6, “Swimming Pools and Bathing Beaches,” section 6-1.19, of the New York State Sanitary Code for condition of water in slides and pools, Title 10, NYCRR Part 6, effective March 30, 1988.
(d) Starting zone.
At the start of the slide there shall be a zone, at least 30 feet in length. The lower end of this zone shall be marked with a distinctive line or electronic sensor. Only one rider or ride vehicle shall be permitted in this zone at any time.
(e) Personnel.
(1) Slide supervisor. The slide supervisor shall have the following duties:
1. (i) overall responsibility for the operation and maintenance of the slide structure;
2. (ii) training of the slide starter and slide attendants in the duties and responsibilities of their assigned tasks.
(2) Slide starter. The slide starter shall be positioned at the top of the slide structure and shall insure that once a rider has started down a slide, the next rider will not start until the starting zone has been cleared.
(3) Slide attendants.
1. (i) Start of slide. At the start of the slide, there shall be at least one attendant whose function shall be to control the line of individuals waiting to use the slide.
2. (ii) End of slide. At the end of the slide structure, there shall be at least one attendant who shall possess a “CPR for the Professional Rescuer” certificate from the American Red Cross in the event cardiopulmonary resuscitation becomes necessary. An additional attendant shall be assigned if more than four slides enter a pool. These attendants shall also assist riders in leaving the pool area as the need arises. The commissioner reserves the right to require additional attendants, regardless of the number of slides entering the pool, under the following conditions:
  1. (a) should a review of the accident reports required by section 870-g(2) of the New York State Labor Law indicate such action is warranted; and
  2. (b) where inspection or complaints indicate that additional attendants are necessary.
(4) One person may be designated to perform multiple duties as required hereunder.
(f) Signs.
The following signs shall be displayed in the areas indicated:
(1) Instructions and rules of conduct. A large, well maintained sign, containing rider instructions and rules of conduct pertaining to the use of the slide, shall be displayed near the top of the slide structure.
(2) Warning signs. Signs pertaining to slippery walking conditions and instructions prohibiting running up the walks and steps leading to the top of the slide structure shall be displayed in appropriate locations.

(a) Rides utilizing mats.
