This Part is hereby promulgated to provide standards designed to provide greater protection for consumers and raise the standards of integrity in the bail business. Failure by a licensee to comply with the requirements of this Part may be considered as evidence of misconduct, malfeasance, and untrustworthiness within the meaning of Insurance Law section 6802.
