(a) such care is provided in a specifically designated area of the center that is staffed, equipped, and maintained during posted hours, and that the center is capable of providing care to patients with urgent and limited emergent medical problems and of ensuring that the services of a physician, physician's assistant or nurse practitioner with training and/or experience in emergency care, including advanced cardiac life support (ACLS), are immediately available by telephone or radio contact as established through written agreement with network providers, and available on site at the center within 30 minutes on a 24-hour a day basis.
