(a) The local health department shall maintain a program designed to reduce the prevalence or incidence of chronic diseases and conditions such as cancer, cardiovascular diseases, diabetes, asthma, arthritis and obesity, and the underlying risk factors of tobacco use, physical inactivity and poor nutrition.
