1. (a) salaries and wages;
2. (b) fringe benefits;
3. (c) contractual services;
4. (d) travel (at State government rates);
5. (e) advertising and promotion;
6. (f) supplies and materials;
7. (g) communication;
8. (h) leased equipment; and
9. (i) such other expenses as the commissioner deems necessary.
