Notwithstanding any other provision of law, expenditures made by social services districts in the form of payments made as home energy grants pursuant to the provisions of subdivision three-c of section one hundred thirty-one-a of this article shall be reimbursed as follows: There shall be paid to each such city, district or town;

1. 1. The amount of federal funds properly received or to be received on account of such expenditures; and
2. 2. One hundred percent of the amount expended after first deducting therefrom any federal funds properly received or to be received on account thereof.
