There is hereby created a green jobs-green New York program. The purpose of the program is to:

1. 1. promote energy efficiency, energy conservation and the installation of clean energy technologies;
2. 2. reduce energy consumption and energy costs;
3. 3. reduce greenhouse gas emissions;
4. 4. support sustainable community development;
5. 5. create green job opportunities, including opportunities for new entrants into the state's workforce, the long-term unemployed and displaced workers; and
6. 6. use innovative financing mechanisms to finance energy efficiency improvements through energy cost savings.
