In fulfilling its responsibilities under this article, the institute shall additionally:

1. 1. Give consideration to the likelihood of any project undertaken to attract or enhance tourism through a greater appreciation of the artistic and cultural heritage of the Hudson river area.
2. 2. Encourage the appreciation of the Hudson river area by individual artists.
