“Registered owner” means:

1. 1. A person whose name appears in the files of the Housing Division of the Department of Business and Industry as the person to whom the mobile home or manufactured home is registered, but does not include:

   1. (a) A creditor who holds title to the mobile home or manufactured home; or
   2. (b) The owner or holder of a lien encumbering the mobile home or manufactured home.
2. 2. A person whose name appears in the files of the Department of Motor Vehicles as the person to whom the vehicle is registered.
