1. 1. If there is a conflict between this Article and Article 9, Article 9 governs.

2. 2. A transaction subject to this Article is subject to:

   1. (a) Any applicable rule of law that establishes a different rule for consumers;
   2. (b) Any other statute or regulation that regulates the rates, charges, agreements and practices for loans, credit sales or other extensions for credit; and
   3. (c) Any consumer-protection statute or regulation.
