1. 1. “Video service provider” or “provider” means any person that provides or offers to provide video service over a video service network to subscribers in this State.

2. 2. The term includes, without limitation:

   1. (a) An incumbent cable operator or other cable operator;
   2. (b) A community antenna television company; and
   3. (c) A multichannel video programming distributor.
