Except as otherwise provided in this chapter and the regulations adopted pursuant thereto or by a written contract between a transportation network company and a driver or monitored autonomous vehicle provider, a company shall not control, direct or manage:

1. 1. A driver or the motor vehicle operated by a driver; or
2. 2. A monitored autonomous vehicle provider or any monitored autonomous vehicle operated by a monitored autonomous vehicle provider.
